計畫願景
Project Vision
資源回收工作成為全民回收、全面回饋及全民受益，並且達到「民眾享回饋、村里多經費、資源零浪費」，「一兼三顧」的三贏局面！ 「人人做回收、站站有回饋」
Recycling works should be all citizens' duty, all shall be rewarded and benefits from doing recycling works. [All should recycle, all should be rewarded, all should receive benefits] saying are not the main phrases used for this project campaign.
目的
Goal
邀集里民擔任環保志工，負責里內環境清潔同時利
用資收物變賣回饋金充實里內建設。整合村里長加入、號召志義工參與培訓種子教師
Invite villagers to be environmental volunteers to in charge of sanitation in the neighborhood. Also, convert recyclables collected to cash flow to boost better public infrastructures. Moreover, recruit and invite more volunteers and teach them to be environmental instructors

Addition Merits
活動中心屋頂打造開心農場，在公園開闢香草植物園區、生態池及省水節電設施，及利用高速公路下閒置空間創造里內的後花園
Use the money converted from the recyclables and transfer public infrastructure to better community assets such as : rooftop garden, public herbal garden park implantation, eco-ponds, energy saving devices, highway bridge under-garden.

計畫起因
Project Initiation Reason
目前原物料價格低迷，也影響了以撿拾資收物為主的個體民眾，為鼓勵民眾回收風氣，透過兌換民生用品、回饋村里建設等受益機制，讓廢棄物處理擴大為循環經濟
Due to low recycling costs, individual collectors lost the incentives to collect recyclables. Thus, in order to boost the recycling trends once again, government decided to provide other incentives to enhance recyclables rentered the recycling chain again by providing goods that are reedemable.
2016村里資源回收站建置有 177站 106年度將擴大辦理，規劃補助設置經費約6千萬元，以增設村里資源回收站238站以上為目標，強化基層定點回收系統，加上新北市原有303站
In 2016, 177 local recycling station is established nationally. The government has prepared NT 60,000,000 to subsidy this program and hoping to increase the recycling stations nationally to 238. ( not including New Taipei city already have 303 stations.)
新北市首創「黃金資收站」，民眾只要將家中資源回收物分類整理送到站上，就可累積點數兌換環保洗碗精或專用垃圾袋等品項。（記者李雅雯攝
New Taipei City, the first city established the system of local recycling citizens, allowed citizen to bring recyclables to the station and receive points that are redeemable for household goods.
