Constitution: a body of fundamental principles or established precedents according to which a state or other organization is acknowledged to be governed.
FL Constitution:the document that establishes and describes the duties, powers, structure and function of the government of the U.S. state of Florida, and establishes the basic law of the state.

FL Declaration of Rights:a commission referral in Florida which was defeated on the ballot on November 7, 1978.
City Commissioners: voters elect a small commission, typically of five to seven members, on a plurality-at-large voting basis.
County Commissioners:a group of elected officials charged with administering the county government in some states of the United States.

Concurrent Powers: a political power independently exercisable by both federal and state governments in the same field of legislation.

Tenth Amendment: the section of the Bill of Rights that basically says that any power that is not given to the federal government is given to the people or the states.
Supremacy Clause: in United States Constitution's Article VI, stating that all laws made furthering the Constitution and all treaties made under the authority of the United States are the “supreme law of the land.”
