3) Design
What makes this character stick out from the others? What makes them recognizable? Their personality should reflect in their design.
Details make the difference. Even if the setting is a school where everyone wears the same uniform, show their personality through details. A lazy, care-free kid may have messy hair and his tie undone, while a preppy kid will have neat hair with his clothes cleaned and his tie perfect.
1) Know their world
Know what world they live in. Before you even think of personality or clothing, know where they live.
A cowboy is not going to live in the Renaissance and a ninja is not going to live on the ocean seas.
2) Personality
Now that you know the world you're character lives in, what type of person are they? Are they a kind-hearted hero? Are they a ruthless villain? Are they a mischievous teen who gets into trouble, but has a heart of gold? This is one of the most important parts.
4) Goals and Reasoning
Every person has some goals and reasoning in their lives. Remember this as you remember that creating characters is just like creating people. Without goals or reasoning behind their actions, they have no point.
Goals don't have to be major. Remember that Batman wants to save and protect Gotham City while Spongebob wants to have a good time and enjoy life. Both are good characters that people like.
