Watch the student for a period of a couple weeks keeping a written record of observations of the students cognitive, behavioral, and physical ability. Also look at assessment scores to supplement your evaluation.

Show your administrator your observations and let them know that you think a student might have a learning disability and arrange for a meeting with the parents.
Now are the parents supportive of their child meeting with a psychologist?
Don`t get angry with the parents. Talk to them in a calm way and try to give them goals and techniques to help their child anyway. Then continue to keep notes on the child's progress, try alternative strategies in your classroom, and gently broach the subject again at a later time.

Maybe the student was just having issues at home or with something else. Keep an eye on them, but maybe they don`t have a learning disorder. They could have issues at home though, so they might need extra assistance anyway.
