Republican government is designed to channel the meddling of the multitude into elections and other forums for political debate. It can, therefore, face the intrusions, exposes and criticism of a free press without fear that the system itself will be washed away (though not necesarily without resentments), and it is, therefore, in a position to take advantage of the feeling of participation and belonging that a free press also cultivates in the "multitude" by making them familirar with the actions and counsels of their "superiors"
