Rule advocacy
They socalise the individuals so that they are taught to play the games by the rules and persuaded it is a good idea.
Funding councils DRC, governement and disability rights advocates.

Accessabilty rule do influence and mediate but not sufficent to change practice. Behaviour appears to be mor einfluencial and so we need a coneptual tool to help understand what else mediates or influences.
