A pebble will not grow because it is not living. A pebble is only one size for all of existence unless acted upon by outside force which would be invalid since it would not be changing by its own accord.
Growth and Development is the act of adaption and growth done by living things as directed by their genetic instructions provided to them.

Maintains Homeostasis
Human bodies remain around the temperature of 98.6 degrees Fahrenheit and even when different temperatures are forced upon us, we shiver to maintain heat rather than freezing solid.
Homeostasis is something all living things do. They keep their intended form rather than changing, like water does.
Has Complex Chemistry
A flower has a complex chemistry in order to survive and gain energy from the sun and continue changing and growing, including the use of a metabolism.
Complex Chemistry is the process of multiple chemical reactions and bonds occurring constantly and the combination of several chemicals to simply create the fabric of the object.
Consists of Cells
All living organisms are made of cells. The strucures for living things are strictly organized basing from atoms all the way up to the combinations of cells.
Elephants and Fish are both made of cells, yet they look dramatically different.
