Citizens live in a dehumanized state.

Citizens are dehumanized when forced to be equal in every way.
Independent thought is restricted.
"Every twenty seconds or so, the transmitter would send out some sharp noise to keep people like George from taking unfair advantages of their brains."
The government should not take control through certain freedoms so that everyone will equal.
Freedom is restricted.
"And she had to apologize at once for her voice, which was a very unfair voice for a woman to use."
Restricting freedoms may appear to form equality, but that is not always right.
