You can hear Joe screaming, the wind howling, and the ice picks dragging in the ice, see the ice and snow falling around him, and him plunging straight down. All this makes the reader feel very tense, and a bit scared.
Low lighting is also used, when you see the silhouette of him dangling on the rope, not being able to see him clearly, which creates a sense of mystery
