Citizens under 18 are not mature enough to vote and they vote the way their parents do. Knowledge of 16-17 years old is almost the same as 18 years old, but 15 years old or less are different. Some countries permit kids under 18 to vote because they say that knowledge is different and when kids reach 18, they leave their home for college or job so they become in a different community that they don't know very well.
