District courts shall have supplemental jurisdiction over all clams so related that they form part of the same case or controversy

No supplemental jurisdiction in 1332 jurisdiction cases over claims by Π against persons made parties by Rule 14, 19, 20, or 24 or over claims by persons proposed to be joined as Π under rule 19 or seeking to intervene as Π under rule 24 if such claims are inconsistent with 1332.

Courts may decline to exercise supplemental jurisdiction if

novel or complex state law

supplemental claim substantially predominates over original jurisdiction claim

District court dismisses all original jurisdiction claims

exceptional circumstances involving other compelling reasons to decline
