It happens to students on a day to day basis
It doesn't happen in some schools based on how they handle the problem
For some students, it's going to be their only meal for 24 hours

Why is this a problem?
It could be a problem for the student, if that's there only meal for that day
It could be a problem for the parents, if the school doesn't feed their child, they might be going hungry
A student that hasn't ate is going to find it hard to focus in class, thus, leading to lower performance
Some students might go home and there isn't any food in the house, leaving that one meal that the student gets at school, the only meal they get all together
Solutions
Solution #1, start a fundraiser to raise money to put into student's lunch accounts that are negatives
This is a solution by not allowing the student's account to go negative, therefore there's no reason to take away someone's lunch
Someone who can make this change happen would be the school board
First I would have to propose this solution to a school board, hope that they agree, and get a fundraiser?
Solution #2, give a sack lunch instead of a hot meal
This way, a student is still eating but a lower cost, so instead of a hamburger for lunch, they get sun butter sandwich and an apple

The same way I would start solution #1
Not giving a shameful lunch, like a piece of bread and pieces of cheese
Solution #3, go to the parents
A lot of the time, a student is going to forget that say that they're in need of lunch money
Going directly to the source of the problem, it is not the child's fault for not being able to get money. Some children just forget to say anything
A school board would have to pass a rule saying the school must be in direct contact with the parent to inform them that a student is going to be negitivie
A school can also remind the student or send a text to a parent when a student get lows, taking away the lunch from the student only causes shame to that student

A parent can apply on behalf of the student to receive reduced/ free lunches, some parents might not meet the requirements for the lunch though
A parent who doesn't realize that their child has gone negative in their account could be helped
