Health Economic Evaluation (Drummonds 10 steps)
Outline competing alternative to be assessed
Determine alternative is effective
Determine costs and consequences associated with each intervention
Place a monetary value on each cost and consequence of each intervention
Determine the Incremental Cost Effectiveness Ratio
Apply discounting
Determine the superior option
Consider other programmatic issues: generalisability, equity, feasibility, ethics, sustainability, relevance in current political climate
Determine the question to be answered
Measure the costs and consequences
Allow for uncertainty
Types of HE analysis
Cost minimisation analysis
same effectiveness, looks at inputs (e.g. generic drugs)
Cost Benefit analysis
Puts outcomes in monetary terms, allows intersectoral analysis
Cost utlity analysis
Outcome is QALY, allows different health conditions to be assessed
Cost effectiveness analysis
assesses same outcome, e.g. intervention a and b against lowering BP by 10 mmgHg
