It is considered normal for families to not volunteer even when one of their brother or sister has been called.
pg.26 He has two older brothers, I know, I've seen them in the bakery, but one is probably too old now to volunteer and the other won't. This is standard.
This shows that Katniss was the unexpected and cared for Prim exceptionally. Again it proves that she is very devotional for her loved ones.

In district 12, it's hard to live long.
pg. 124 In District 12, looking old is something of an achievement since so many people die early.
As mentioned in earlier chapters, many people die in District 12 because of starvation or the hunger games itself. It must be quite a challenge to survive untill adulthood.

The capitol sees hunger games as a source of entertainment, and tries there best to maximize the fun.

The sentence gives us that there are no rules in the arena, which means the arena could be a full-out chaos, and that cannibalism doesn't play well off with the Capitol audience. Even though there are no rules, the gamekeepers still try to keep the appetite of the audience, mainly the capitol people that enjoy to watch,

The gamekeepers would not put a tracker just because. The gamekeepers want to know each players location to make sure they have full control of the game. They wouldn't want to lose a tribute.

The hunger game arenas, where people have been slaughtered, is changed to something to visit.
