Because of the District's job it isn't able to get very many good costumes for the games which means that the sponsors won't like them and they will, therefore, have a smaller chance of winning.
"This means that coming from District 12, Peeta and I will be in some kind of coal miner's getup. Since the baggy miner's jumpsuits are not particularly becoming, our tributes usually end up in skimpy outfits and hats with headlamps. One year, our tributes were stark naked and covered in black powder to represent coal dust. It's always dreadful and and does nothing to win favor with the crowd."Page.66

The Woods
The Woods are able to compensate for the small amount of food that Katniss and Gale get from the Capitol.
"The Woods became our savior, and each day I went a bit farther into its arms. it was slow-going at first, but I was determined to feed us. I stole eggs from nests, caught fish in nets, sometimes managed to shoot a squirrel or rabbit for stew, and gathered the various plants that sprung up beneath my feet.Page.51

"By late morning, we have a dozen fish, a bag of greens, and best of all, a gallon of strawberries."Page.11
