This is completely up to the teacher that discovers the struggling student. It is in their hands as to how much support they wan tot offer and how involved they want others to be. More policy needs to be set in place. This should not be a choice but an obligation by all.
With head of primary
He helps set up meetings and gives autonomy to teachers as to how they want to support the struggling student.
Parent Involvement
One on one meeting, followed by clear and frequent communication with parents. Sometimes a translator is needed.
Admittance process
Marketing team interviews parents and child. Level of English is determined.If there are any visible challenges or disabilities, children are not admitted to school.
Some children with special needs get through the process and enter the classroom.
