Only affect certain geographical areas

No smoking or lighted item near railways

Only applies to areas near railways

Must be approved by a government minister

Once drawn up it must go before a government minister or someone in the department under his name

Must be satisfied that it is needed and not defective in wording and doesn't exceed power in the Parent Act
