Power of Minister

Regulations, orders and directions under the Waste Management Act 1996
The minister may make regulations prescribing any matter or thing is referred to in the Waste Management Act 1996
Regulations made under this Act may make different provisions in relation to different areas, different circumstances, different classes of persons or waste and different waste management or other activities
The Minister may by order amend or revoke an order made by him or her under this Act and by direction amend or revoke a direction given by him or her under this Act
Definitions

Waste Disposal Activites
Deep injection of the soil, including injection of pumpable discards into wells, salt domes or naturally occurring repositories
Surface impoundment, including placement of liquid or sludge discards into pits, pond or lagoons
Land treatment, including biodegradation of liquid or sludge discards in soils
Specially engineered landfill, including placement into lined discrete cells which are capped and isolated from one another and the environment
Deposit on, in or under land
Biological treatment not referred to elsewhere in this Schedule which results in final compounds or mixtures which are disposed of by means of any activity referred to in this Schedule

Permanent storage, including emplacement of containers in a mine
Waste Categories

Waste recovery
any activity carried on for the purposes of reclaiming, recycling or re-using, in whole or in part, the waste and any activities related to such reclamation, recycling or re-use
Local Authorities

Work along with the minister to make waste management plans #
Public Authority Waste Management
under the 1996 Act #
Minister shall publish guidelines and criteria in relation to the prevention, minimisation and recovery of waste, to which public authorities shall have regard in the performance of their functions, and such guidelines and criteria #

The conduct by public authorities of waste audits and the implementation and operation by them of waste reduction programmes and the publication of the results of such audits and programmes
Consideration given by public authorities to the likely effects on the environment of particular goods or services they propose to purchase or engage
The content, publication, implementation and review of public authority waste management plans

Storage

For non-licence holders, temporary storage of hazardous waste needs to be authorised by the local authority
But only where the storage period is less than 6 months and the quantities being stored do not exceed 25,000L or 40 metres cubed of waste
Record Keeping
The Waste Management Regulations requires all producers to keep specific records of any hazardous waste arising from their premises
