The four drivers are findable at the core of the model. Unlike the other eight elements, the elements of the drivers are paired up.
Need and Value
Directly related to an enterprise's portfolio of information services.
Need: the description of a business their need for an information service
Value: the description of the added value of the information service to the needs of the business.
Mission and Capability
Mission and Capabilities are directly related to each other by the fact that there are capabilities needed to manage and operate the business and IT.
1.4 Why Bother?
Many shortcomings in the design and usage of an information service are caused by the lack of cooperation between different organisational units where said activities are carried out. For a company, it's important to reach their enterprise goals, which can be achieved by having reliable information services. Hence why they should 'bother' to get everything right back on track.
1.5 Benefits of BiSL
Like mentioned before, the benefit of BiSL is that it enables the user to be in control of BIM, something otherwise is rather abstract and it's hard to grasp a picture of how the information flows through the enterprise.
1.6 Risks
The risk of implying something like BiSL is slimmer than the risk of failing to ensure that BIM is established. The risk of using BiSL outweighs the fact that it's so much riskier to get BIM established without it.

Budgeting for BIM and assessing the risks associated with either failing introduce BIM or introducing it without proper planning.
