The Plan was to defeat France quickly, before Russia mobilise their army, which takes a lot longer than France. They would use 90% of their army to go through Belgium and invade France. After that they would make their way back to Russia and defeat them.
However, the plan began to go wrong when Russia took only 10 days to mobilise their army. It went worse when Great Britain declared a war on Germany because in a treaty in 1839 GB promised to defend Belgium.
