Some struggles would be getting everyone into the same room, everyone had different religious ideals, so getting everyone to agree on something caused problems because they all believed differently, and different states had different wants and needs.

The process of ratification is the process of approval by the states one by one. It started in Pennsylvania and was a big mess because no one would agree.

The major issues were that the smaller states wanted a fair system so they would have representation compared to the bigger states. The other major issue was that the anit-federalists waned a stronger state government while the federalists wanted a stronger national government.

An argument for the bill of rights is that the states and the people didnt want the governmetn to haev too much power, and they did not want to end up with a king again. The people wanted representation.

The people of america and the states all wanted to have a say in their new government. So the constitution reflected this because it gave the people rights and it gave them a voice in their new government.
¨In many respects this compromise reflected a victory for small states, but compared with their dominance in the Congress under the Articles of Confederation it is clear that negotiation produced something that both small and large states wanted.¨
