        solution to improve the problems:
        increase the number of subsidized RCS places --> to keep pace with rising demand
        
        e.g.:
        
        the Special Scheme on Privately Owned Sites for Welfare Uses --> better utilize the sites granted to non-governmental organizations --> providing around 7 000 RCS places
        
        the Government has also earmarked sites in 11 development projects for the construction of new RCHEs to provide another 1 200 RCS places
        
        remaining problems:
        
        it is expected that for those development projects for the construction of new RCHEs, it takes at least five years to open a new contract RCHE from the time when the project receives funding approval from the Legislative Council
        
        manpower shortage:
        unattractive working conditions (e.g. long working hours and low salary) --> a high turnover rate of experienced frontline workers and reduced number of people entering the elderly care industry
        
        cause of the problems:
        increasing demand for RCS VS virtually幾乎 unchanged number of subsidized RCS places
    - - problem: services quality varies among themselves: usually worse than those subsidized RCS (e.g. in terms of spacing and staffing provision)
        
        reasons leading to the problem:
        
        the existing regulatory framework governing the operation and management of RCHEs in Hong Kong:
        subsidized RCS are required to fulfill many requirements in order to get the Government's funds VS
        non-subsidized RCS are only required to comply with the statutory minimum standards
        
        no universally agreed or accepted accreditation認可 schemes + 3. voluntary accreditation --> not many RCHEs are accredited
        
        solution to improve the services quality of private RCHEs:
        upgrade the statutory法定的 minimum requirements in the RCHE Ordinance which have not been revised in the past 19 years
  - - - through providing a higher monthly allowance of $3,435 per person, or about one-third higher than the existing rate, for elderly persons with more financial needs who are eligible for the allowance
      - through relaxing the asset limits for the existing allowance --> to benefit more elderly persons with financial needs
    - - e.g.1: lower the eligibility age for the Elderly Health Care Vouchers from 70 to 65, so that about 400 000 more elderly persons will receive $2,000 a year to purchase private primary care services
      - e.g. 2: provide free or subsidised 13-valent pneumococcal conjugate vaccine under the Government Vaccination Programme and the Vaccination Subsidy Scheme respectively
    - - the government would encourage the financial sector to develop more retirement-related investment products
      - the government plans to issue larger volumes of Silver Bonds
