Can it be plausibly argued that the choices of higher education institutions in England today are constrained to such an extent by rapidly-changing policies determined by external agencies, that the idea of longer-term institutional strategic planning has little meaning?

Conclusion:
Despite being pushed in certain directions, there is still some scope (although maybe not enough scope) that institutions do need to undertake long-term strategic planning.

Both of these should be underpinned by Vision - understanding of the organisation - I don't think I've done any reading on this really?
Perhaps the thing about defining the org eg the idea that a pram company was actually a transport company and so tried to make cars?
