Agents of change: establishing a gender sensitive and politicised approach to security for women refugees in Lebanon.

Section Plan
- Definitions/Contexts (for the purpose of this essay, mention focus on women).
- A Gendered Experience (violence, discrimination, gender roles).
-
- Subjectivations/Role of Humanitarian Agencies (how the subjectivations act to be gender insensitive, includes Foucault).
- Feminist Approach (will include mentions of subjectivations).
- Discussion - argument addressed and how to empower (the future).
Leave it perhaps as questions in the end - leaves the issue as to how to address this in the future, opens up a whole different debate, perhaps offer up a couple of areas. say you are aware of other issues, but you cant deal with that in this essay.
Arguments/Aims
Humanitarian subjectivations of women as ‘victims’ act to de-politicise their experiences, and create a gender insensitive approach to security.
Humanitarians should instead shift this dominant narrative towards one which sees refugee women as political actors who can practice agency, thereby encouraging inclusion of women in decision-making processes, leading to a gender sensitive approach to security of refugees in Lebanon.
Aim to provide humanitarians in Lebanon with suggestions as to how security for refugees can be successfully established.

ISSUES
The debate on gender in Rajaram, P.K., 2002
What is the issue?
Category of 'Gender' serves to reinforce the pre-established ideas of refugee identity and the role of humanitarian agencies.
-
The privileging of a particular sense of 'gender' divorces refugee voices from social, political or historical contexts.
Overcoming the issue?
Perhaps i need to say that in becoming gender sensitive humanitarian agencies need to ensure they do not do what Rajaram says they do. I will maybe put this in the section at the end where i say 'overcoming this issues is complex... therefore i will not tackle that in this essay, this is an essay in itself... but i will mention some possible paths to take'

Bulk Document
I need more on definitions - subjectification, continuum of violence.
More context - who is in Lebanon, why, how many?

-
EVIDENCE of gendered experience, not just argument of it.
