Would offenders with alcohol addictions alone benefit or suffer from associating with drug users? Could they be deterred from involvement?
In suggested models for the DWI court, judges will have the ability to tailor sentences to individual needs of rehabilitation
Suggested Program Phases would be beneficial in allowing offenders to rehabilitate according to their needs. Alcohol dependence alone will not need as extensive rehab as drug dependence.
Emphasis needs to be placed upon individual assessment - a case by case process.
TLRI/TILES study upon 72 offenders found that out of 43 offenders that disclosed substance abuse, 74.4% of those admitted to problematic drug use or mental health issues.
It is likely that these co-morbidity issues are stemmed from alcohol abuse so dealing with these issues in holistic approach will be effective?
The Victorian eligibility criteria selects on the basis of whether their conduct is likely to have the most negative impact on the community - could this be an assessable criteria?
How would an assessment of an offender be undertaken to identify them as having a sole alcohol addiction problem and no other drug contribution? Would be very difficult and likely to be very unreliable. Therefore very difficult to restrict DWI courts to offenders with sole alcohol dependence.

Costly practice vs. Effectiveness and increased success of programs if tailored correctly to suit offender.
Public are likely to disagree with rehabilitation programs - no punishment.
By associating alcohol and drug offenders with the same program, drug users may not see their problem as being so bad. Alcohol is not an illicit substance but will be resolved under the same program.
Not able to see benefits to the community rather just seeing these programs as a get out of jail free card.
