People in richer nations haven't done enough.
Counter: Maybe we should leave the other nations' problem to them.
Why?
They need to be able to handle the problems on their own/We can't be helping them all the time.
We have our own problems/wars to handle and we need to be able to handle them.
Examples
Parents.
Kids grow up and when they are in high school and especially when they're in college, they need to be able to handle their work by themselves.
The parents won't always be their for them.
The US firing 59 Tomahawk missiles to Syria.
Vietnam.

The other nations might not be able to handle their own problems by themselves.
Why?
Don't have strong enough military's to overcome the enemy's power.
May not even have a military.
The civilians would be fighting the war and a lot, if not all, will most likely (perhaps won't even) be properly suited for war because they don't have any training necessary for fighting.
So, the enemy's military will have a higher advantage and they will defeat the civilians.

The military should be training their civilians.
Why?
The civilians should be able to help out with the military.
Why?
Because the military might not be strong enough and the civilians are going to have to step in to fight.
With the civilians, the military can have more strength and a better advantage than they had when they didn't have as much strength.
