If you committed crime now you can pledge guilty and have to pay a fine. Maybe even go to jail

The purpose of the such sever punishment was to scare people form committing crimes and to show them what will happen if they do it again.
Purpose of people committing crimes was because they were poor and couldn't afford food and clothes.
