- Protection of regionally significant resources.
- Risks from natural hazards.
- Foreseeable resource demands
- Significant concerns of tangata whenua.
- Restoration or enhancement of deteriorated resources.
- Implementation of national policy statements or NZ coastal policy statement
- Use of land or water having adverse effects on the quality of
soil, air or water resources.
- Other significant issues.

Purpose-To assist the territorial authority to carry out its functions in order to achieve the purpose of the Act
Designations
a provision in a District Plan to give effect to a requirement made by a requiring authority under the Act
The Act provides a procedure separate to the
resource consent process for the creation and implementation of designations
Requiring authority means: A Minister of the Crown, A Local Authority, An approved network utility operator e.g Transit or
Telecom
Heritage Orders
The Act creates a procedure whereby first an applicant applies to become a Heritage Protection Authority(s188) ,and then makes a requirement for a heritage order (s189)
Used to protect “any place of special interest, character,intrinsic or amenity value or visual appeal,or of special significance to the tangata whenua for spiritual,cultural or heritage reasons” – s189
Once the order is made it is included in the District Plan and prevents land use/subdivision and change to the site/building without permission (s193)
Policy statements will generally contain policies (or courses of action) adopted by the relevant agency.

Regional and District Plans are the documents that perform much of the day to day work under the RMA.
The plans contain guiding objectives (aims) and policies, but will also contain rules which regulate what activities can be carried out on a particular site.
