Purpose
Help the managers, employees and HR professionals to make informed decisions about particular programme and methods.

Identify the strengths and weaknesses of HRD programme, and make necessary change if needed

Provide information for improving HRD programme, determine if training programme is appropriate

Data collection methods
Interview: Conversation with 1 or more individuals to assess their opinions, observations & beliefs
Questionnaires: A standardized set of questions intended to assess opinions, observations & beliefs.
Direct Observation: Observing a task or set of task as they are performed and recording what is seen.
Tests and Simulations: Structured situations to assess an individual’s knowledge or proficiency to perform some task or behavior.
Archival Performance Data: Use of existing information such as files or reports data obtained from organizational record(s).

Types of Data

Systemwide performance data concern the team, division, or business unit in which an HRD programme is conducted, and can include data concerning an entire organisation

Self-Report Data are provided directly by individuals involved in the training programme. It uses pre-training and post-training data.

Research Design
Provides a plan for conduction evaluation effort. It spells out the types of information to be collected, how it will be collected, and the data analysis techniques to be used.
Pretest and Post-Test: Allows the trainer to see what has changed after the training.
Control Group: Compares performance of group with training against the performance of a similar group without training.
Definition
The systematic collection of descriptive and judgemental information necessary to make effective training decisions, related to the selection, adoption, value of various instructional activities.
Frequency:
Conducted after training programme, not often enough
Why is it rare conducted?:
Reluctance to having HRD programme evaluated. Evaluation needs expertise & resources
