There was good staff represent on last activity, want to keep that momentum
There needs to be a long term cultural change, Line manager needs to ensure that staff involvement becomes part of their performance reviews, although drastic. The conversation needs to be taken further, possibly to F2F. If ppl are going to be involved, where are their limits? Would be good to understand firstly why ppl are not participating. Is it staff morale? SMT also needs to be present.
Previously there were standard interview questions about ppl's involvement in such activities - diversity, inclusion, actions, being arrested during an action, etc. It should be come standard again. Duty of care to staff and activist we cannot force ppl into a situation but we can pull them out of a situation.
