Because Carnegie was cost efficient, he tried to keep workers' wages as low as possible. This gave him an advantage over other steel mill owners as they were not as worried about costs as he was.

The coal miners called a strike after wages were cut. Coal was used in furnaces to keep warm during the winter. However, owners had stocked up enough coal to survive the winter. The miners were forced to come back to work with low wages as they were starving.
