Special Education Process--Mapped by Jennifer Wirth
Step One: Recognizing the need for intervention
Teacher, parent, administrator, or counselor observe a consistent need or problem that the student is having
This need may be academic, social/emotional, behavioral, and/or physical in nature
A meeting is scheduled with parents
Step Two: Pre-referral intervention
Identify, develop, & implement strategies to assist student prior to referring student to special education. This step is to provide strategies that will enable the student to be successful without having to enter a special education program (Project IDEAL, 2015)
Continue these strategies if they prove to be successful
Put in a referral for special education services if there is no improvement
Step Three: Refer student for special education evaluation
This begins the formal process of determining eligibility (Lee, 2016)
Obtain consent from parents or guardians to begin the evaluation process
Step Four: Special education evaluation
Provide the student with a nondiscriminatory multi-factored evaluation as required by IDEA (Lee, 2016)
Complete this evaluation within 60 days of referral date
Provide the team with informal observation results as well as documentation of the student's past work
If it is determined that a student is eligible for special education services then an IEP team is formed to develop a plan of action
Step Five: The IEP Process
The IEP is a legal contract between the parents and the school district (Project IDEAL, 2015)
An IEP plan is developed by the team and approved by the parents
The IEP plan is implemented
The IEP plan is altered as needed to meet the student's needs
Each year the IEP team meets and reevaluates the plan. The plan can then be altered or discontinued if it is no longer needed.
