Agencification
Some aspects of the Civil Service have been branched off into semi-autonomous agencies, which are designed to create a more efficient, business like Civil Service. Workers are now more accountable for their actions.
However, holding workers to account and, in some instances, causing them to resign, undermines the key principles of the Civil Service- independence, permanence and anonymity.
Special Advisors
Ministers are now able to hire special advisors who may be experts in their field, e.g. a banker to advise on economic matters.
They are allowed to be politically biased, often have short term contracts and can be in the public eye. Key example- Andy Coulson and David Cameron.
