Evaluation of a surveillance system (CDC)
Engage stakeholders (defn: persons or organisations who use data for the promotion of healthy lifestyles and the prevention and control of disease, injury, or adverse exposure).
Surveillance (definition): the ongoing, systematic collection, analysis , interpretation and dissemination of data regarding health-related events to reduce M & M and to improve health
Surveillance types:
Active
Passive
Sentinel
Syndromic
Describe the surveillance system to the evaluation
The
PH importance
of the disease/health-related event under surveillance
Incidence, prevalence, indices of severity, inquities or disparities, costs, preventability, potenital clinical course and public interest
Describe the
purpose and operation
of the surveillance system (surveillance objectives)
Surv objectives, legal authority for the system, organisation responsible, flow chart of system and other system involvements,
Describe the
resources
used to operate the system
Funding, personnel requirements, other resources
Logic model: inputs (resources), activities, outputs
Focus the evaluation
design
specific purpose of the evaluation
Intended users of the eval (s/holders)
Intended uses of the eval (outputs)
Gather
credible evidence
Indicate the level of usefulness of the system (i.e. what does the system
do?)
Describe system attributes
Simplicity: ease of use
Flexibility: ability to adapt to changing needs/case defn
Data quality (e.g. %of unknown/blank responses)
Acceptability: of users
Sensitivity: proportion of cases with disease detected by the surv system.
Positive predictive value: proportion of reported cases that actually have the disease.
Representativeness: describes the occurence of event in popn by place and person
Timliness: speed btw steps of a surv system
Stability: reliability and availability of the system
Justify and state conclusions, make recommendations
Ensure use of evaluation findings and share lessons learnt
