Looking at the Context
The author writes about saying his goodbyes to a loved one of his, hope, and he also tries to grasp onto the idea of "life is but a dream."
He mentions the hope that he had in the past, and the "golden" memories he had with all his loved ones. Now that they're gone, he writes about his hope and dreams he once had in the past tense as well.

Poe was at a high in his life, happily married to a girl he was very much in love with and she was his "shore" and what he always came back to when he had lost hope, but his shore was drawn under the sea and he lost his hope and his love.
