Strategies used to manage housing shortage
Slum Upgrading
Improving the
quality of housing
and
basic services (water, electricity, sewage)
Sites may be
cleared
and
basic infrastructure
can be provided
At times, residents are required to
move out
of slums and
relocate temporarily
so that basic infrastructure can be built
Financial schemes
and
assistance
are also provided to
fund
the projects
Self-help schemes
Involves participation of
low income families
to
improve the conditions
of their homes
Government do
not
provide housing directly but provide them with
construction materials
or
basic services
Ppl build houses
themselves
which
reduces construction costs
Can be carried out in
phases
Residents can
stay
in their own homes and build their houses
at their own pace
But, rate of construction may be
slower
bc they can only work on the houses during their
free time
Residents must be
trained
so that they will be
equipped with skills
to build their homes
E.G. Rio De Janeiro, Brazil ( ROCHINA PROJECT)
1)
wooden houses
have been replaced by
concrete houses
2)
75%
of houses have
electricity
compared to
30%
in the past
3)
Rooftop water tanks
and
piped water
services were added
4)
Proper sanitation
such as toilets and sewers were also built
E.G. Nairobi, Kenya
1) aims to provide residents the
right to build
on existing land and
improve housing conditions
and
infrastructure
2) Slum residents are to
move temporarily
to a new
housing unit
equipped with services
3) while the government
builds new housing
for them. They
return
to their homes once construction is finished
:check: Welcome it as an opportunity to
improve their living conditions
:red_cross: Reluctant as they are
uncertain
about its success and the new housing units are usually
too costly
Provision of public housing
Ref to
government efforts
to
provide housing
with basic services for
low income households
or the needy such as
elderly
and
disabled
Public housing is
reasonably priced
compared to private housing and may be
subsidised
The government
plans, carry out
and
fund
such projects
E.G. SIngapore
1)1960 and 1970 slums were
cleared
to
provide higher quality housing
to residents
2) HDB was setup to
build
and
provide public housing
for SG
increasing population
.
3) Achieved
considerable success
4)
More than 80%
of ppl live in HDB
E.G. Brazil (MY HOUSE, MY LIFE)
1) aims to provide
affordable housing
for
low and mid
income households and
reduce slum areas
2) Projects are carried out
all over
the country
RIo De Janeiro, (BAIRRO CARIOCA PROJECT)
1) built
apartments
that will house a large no. ppl
2) Government partnered with
private sectors
3) They built
infrastructure
of roads, sewerage and water also to
design
and
build
housing units
