El Nino increases the amount of water in some areas and decreases it in others. For example, in Australia, winds that normally carry warmer water and air that create evaporation and the cycle of rain above the continent have now died away, creating a lack of the hydrosphere in that area. However, in South America, where winds usually push warm water away and bring cold water in, the warm water that normally goes there stays there, bringing a massive amount of rain to the land that used to droughts. This can create flash floods and droughts.
