How do you work the system as you try to change the system (in terms of expectations about M & E)?
Doing M & E differently for adaptive management
Learning Weeks - series of meetings away from the place of work, but seen as providing data from program teams not supporting their learning
Timeline - simple Word format. Program officers record events, meetings, who attended and results - and key column - personal observation and notes by person in charge of activity. Only 1 of 3 teams filled it in consistently, especially the last column
Theory of Change - to discuss with partners and use in their work. Not just a high level one for the whole program.
Leadership needed to consistently support evaluation - and changes in leadership can reduce this (managers, politicians, team leaders)
Need range of skills that combine technical skills and program content knowledge
Need to focus efforts and not just be a burden
