Accord (i) Tamil Militant groups to give up arms & join mainstream politics (ii) More autonomy to Tamil region by devolution of powers through structural changes in Constitution
Set up provincial govts in India model by sharing power with centre which gives more autonomy, Tamil groups other than LTTE agreed & gave up arms, but LTTE started war both with Sri Lanka & India
The merged ‘North Eastern Province’, the Eelam People’s Revolutionary Liberation Front (EPRLF) won elections & came into power
The rigid central govt was reluctant to share power & in despair EPRLF declared unilateral independence & war
The Sinhalese majority Provincial govts continued but without any powers & became corruption centers
