How would the people in the list be affected by each possible outcome?
Are the long term and short term effects different?
Decide if the overall effect is more positive or negative for each person
Compare list of those positively and negatively effected for each decision
Which decision generally yields more positive outcomes for the greatest number of people?
Create a list of all possible affected people
