      - The parliament can make laws on State list
        if:
        
        If President rule is being invoked in the state then the Parliament can make laws
        on matters mentioned in the state list and the state legislative assembly is suspended
        
        It is the state legislatures which make the request not the Chief Ministers
        
        It is not the Parliament rather the Upper House (Rajya Sabha) which can pass
        a resolution with a special majority of not less than two thirds of members present and voting, if it is
        necessary in national interest that parliament should make laws on any matter mentioned in the State
        List.
        
        The Parliament can make laws on any matter in the State List for implementing
        the international treaties, agreements or conventions. This provision enables the Central government to
        fulfill its international obligations and commitments.
