        Germany agrees to restrict submarine campaign meaning they would surface their U-boats and give warning before taking down a ship. Therefor allowing neutral passengers to escape to lifeboats.
      - As the war progressed this blockade made it harder and harder for the German and Austrian people to feed themselves

        Governments raise taxes and borrow large sums of money to cover cost of war, they ration food and products ranging from boots to gas. They also introduce other economic controls like setting prices and forbidding strikes.
