17 years ago, the National Recycling Program was introduced by the Ministry of Housing and Local Government (KPKT) ,currently known as Ministry of Urban Well-Being, Housing and Local Government, to raise awareness and encourage the community to recycle. However, studies conducted by SWCorp in 2012 show that awareness of waste recycling practices among the people is still low although various programs and facilities are provided by the government. Eventhough our recycling rate is increasing every year, but by comparing to the amount of programs and infrastructure the government has spent with the recycling rate, it still have a huge gap. Currently, Malaysia national recycling rate is at 21%. However, it is still lagging far behind other developed countries such as Japan, Korea, Singapore, Germany and Sweden which has much higher recycling rate of more than 45%. Among the success factors of increasing the rate of recycling in these developed countries is its people who also helped to contribute to the achievement. In the 11th Malaysia Plan (11MP) through B5 Strategy had emphasizes on the management of solid waste through the promotion of 3R practices and makes waste as a source and economic value to the community. It shows that the Government had taken this issues very serious.
Therefore, SWCorp had come out with an initiative to have a research collaboration with Universiti Tun Hessein Onn Malaysia (UTHM) to develop an interactive recycling tool called Smart Recycle Bin or SRB. The SRB is a machine capable of collecting and recording recycled materials, especially plastic bottles and aluminum cans systematically. The value of the recyclables can be converted in the form of rewards that can be redeemed at any participating shop. Machines with capacity nearly 1000L are capable of collecting up to 2000 aluminum cans and 1500 plastic bottles (PET bottles)
Thus, this initiatives are able to motivate and encourage public to contribute to the management of solid waste more effective because it adapts the win-win situation between community and government.
