Access to reports & dashboards is controlled through folders on the reports tab. Traditionally, all users with access to the folder have the same level of access.
Access can be read only or read /write
Folders can be :
Accessable to all users
Hidden from all users
shared via public groups
Shared via Roles
Access to folders does not roll up in the role hierarchy.
