In this stage the State emerged as an economic arbiter, a law-enforcer, a military actor, and a provider of communication infrastructure. Finally, the state evolved into into a centrally territorialised entity. As such, the state has no means for exerting power. It relies on independent forces: the economic, ideological and military forces.
