They are the number one sellers on the black market, but they do have some legit businesses. They sell anything (besides slaves, since that hurts business. well the majority don't sell slaves. But like I said, they sell almost anything)
They practically dominate the ocean pathways and heavily tax all merchants ships. Otherwise, they blow them out of the water.
Pirate ships give 5% of their spoils to the pirate king, which pays for the upkeep of Oceania.
They actually get quite a bit of foreigners on the Ray Port which is set aside for this purpose. No actual pirate activity is near there, and they guard their secrets jealously. No one has been able to prove that Oceania is an island of pirates. No one is allowed to go past Ray Port unless they have been identified as a pirate and have ten people on the inside who can identify them positively.
Their number one trade partner in illegal arms and secrets is Russia, but the UC buys tech from the East. The East buys building plans from the UC.
Transportation
They use modified merchant ships, outfitted with a variety of weapons. They have been modified to hold more cargo, more people, support more weapons, and not only can they go on sea, but they can go on land and some can fly.. They look like wooden pirate ships, but it's a special material called Mensengi that is stronger than metal. Their controls are relatively simple, the helm is calibrated only to respond to the touch of the first mate and captain. They respond to the lightest touch. It looks like a giant metal ball. Some pirates still use steam engines and wooden steering wheels, but the modern ones mostly prevail.
There are public boats and various ziplines to get people from place to place. Bikes and airscooters are also common. Cars are not, as the paths are much too narrow.
Emus. Emus with armor. Emus with spy cameras in their little adorable eyes. Emus, man, emus. Emus with tracking chips and a bond to their owner. Battle emus that fight like heck for their pirate owners. Emus and pirates loving each other. Emus are genetically modified to be bigger than an ostrich. Emus can have their feather dyed. Some emus have tattoos on their beaks.

Pirate king is assassinated every time, the longest a pirate king has survived is seven years.
The government is generally corrupt, but corrupt in a way that benefits the Pirate side of Oceania. The Ray Port, however? They're always asking for change. But it's just generally tourists and document filmers. They get nothing from the pirates, because while they might be liars and cheats, they are very loyal to each other.
Ray Port
Ray Port is where the tourist marketplace flourishes and where the legit trades are made.
It's also put up to show the rest of the world that Oceania is not a land of pirates. It works, for the most part. No one has ever been able to prove anything, but it's a generally known truth. As such, most Oceanics are feared.
Think like "Hell's Angels" but an entire country.
Lots of wood or imitation wood.
Generally low to the ground and flat, but there are tall buildings. The tall buildings are generally government buildings or trading centers. Or storage centers for legal or illegal objects.
Most of the buildings are new as stuff keeps catching on fire. Pirates like destroying things. Who knew?
Seafood. Generally grilled fish. Lots of spices. Generally spicy seafood dishes.
Rum. Lots of it.
Yea basically fish and bread. But like....good fish and bread.
What values?
Loyalty is actually a pretty big deal, despite them being, well, pirates.
Money, riches, skills in sailing, leading, wit, being light upon your feet. Being crafty is a must. Agility and physical skill. Being able to fight well.
Clothing
Clothes that are easy to move around in. Jeans and t-shirts and stuff. They also like trenchcoats. Necklaces too. They like big necklaces.
