- - - - What is the convention? A commitment to all children which is binding under international law, a set of good standards which are universal: applies to young people everywhere and unconditional: children's rights are not seen as relative; different countries do not have different levels of responsibility.
      - What the convention does: Provides us with a tool for examining and evaluating legislation, policy and practice in all aspects of children's lives. Can be used a lever for change and to test and challenge laws. Balances the rights of children to protection and provision with their right to be treated as equals and participate in society.
      - What the convention contains: There are 54 articles in the convention, 41 of which spell out the virtually universally agreed basic human rights to which all children and young people are entitled. These articles guarantee a full range of rights from survival and development, to protection from exploitation and abuse and participation in family, social and cultural life. The remaining 14 relate to dissemination, monitoring and reporting procedures.

      - Enforcement?
        
        (1) The Committee on the Rights of the Child is the body that monitors how well states are meeting their obligations under the Convention. The membership of the Committee consists of 18 independent experts nominated by state parties to the Convention.
        
        (2) NGO's (NSPCC, Barnardos) act as independent advocates or champions for children can play an extremely valuable role in monitoring and challenging Government progress on its compliance with the Convention.
        
        (3) Children's Commissioner - Established by law in 2003 with the principle aim of safeguarding and promoting the rights and interests of children.
