How are the people selected?
Oligarchy's can consist of families, businesses, or anyone that has money and that are closely related they just have to have lots of power or lots of money.
The group of people who are in control are usually rich or just use brute force to get into power.
There is no real 'decision' it's decided by the group of powerful people themselves.
Not many states have an oligarchy system because they usually have a Parliamentary or Democratic government for their preferred liking of the people and government where they share power but thats not always the case because of people that are greedy/ power happy.
What countries have an Oligarchy government
Saudi Arabia: The Royal Family is an oligarchy since it's not run by any one person. The reigning monarch must share his power with the descendants of the country's founder. That was King Abd al-Aziz al-Sa'ud, who left behind 44 sons and 17 wives.
China: An oligarchy took control of China after the death of Mao Tse-Tung. It is the 103 members of the families descended from the "Eight Immortals." They manage most of the state-owned corporations, collaborate on business deals, and even intermarry.
Turkey: The Koc family is the country's wealthiest family. It owns businesses in oil refining, banking, car manufacturing, and electronics. They are closely allied with the ruling AKP party elite. The dynasty was founded by Verbi Koc in the 1920s.
Russia: Many people think Vladimir Putin is in charge of Russia. He's just part of an oligarchy that has ruled the country since the 1400s.
Shah Pahlavi: An oligarchy of Islamic clerics, relatives, and business associates runs the country. They took power after the demise of Ayatollah Ruhollah Khomeini. He led the 1979 revolution that ousted Shah Pahlavi oligarchy.

How does an Oligarchy work?
After an oligarchy government is announced usually what happens is the economy starts to fall and then the people start to run out of food because usually the group running the country starve their people to make their people weaker and more obedient.
Then once the people are in power they rule over and decide to listen to the people or not and do stuff for themselves.
An oligarchy is worked by a central group of people who are wealthy, powerful, and basically the most powerful people anywhere in that country.
After everyone is chosen what is most likely to happen are bloody revolutions that are according to their government's press, there were "peaceful agreements."
