There is barely any parliamentary democracies in Latin America. Most of them are presidential democracies.
Prime ministers can hold three consecutive terms in Latin America. Dean Barrow, the current prime minister of parliamentary democracy country Belize has been prime minister since 2008-present (8 years).
A parliamentary democracy is a government where the legislative branch elect the executive branch also known as the prime minister.
Belize 
Most Latin American countries hold a presidential democracy. Some others have semi-presidential democracies. However, in Belize, they hold a parliamentary government.

House of commons
The House of Commons is the popularly elected component of Parliament, consisting of 338 members. Members of the government sit in, and are answerable to the House of Commons. Most major government legislation is introduced in the House.

House of Lords
The House of Lords is the second chamber of the UK Parliament. It is independent from, and complements the work of, the elected House of Commons. The Lords shares the task of making and shaping laws and checking and challenging the work of the government.
The house of lords have 3 main roles: making laws, in-depth consideration of public policy, and holding government to account
Parliamentary Democracy
A parliamentary democracy is a form of government where voters elect the parliament, which then forms the government. The party with the most votes picks the leader of the government. Prime ministers are beholden both to the people and the parliament.

It is important to remember that both of these systems of government are democracies. Ultimately, the citizens who vote have the voice.
instead of being the sole executive leader, the Prime Minister shares his power and responsibilities with several other people. The parliamentary can also dismiss the Prime Minister any time through a motion of no confidence if they see that he’s not doing his job well.
