Mines
Mines come in 3,4,5 (4 cost), 6,7,8 (7 cost) and 9,10,11 (10 cost).

Once emptied, mines can be refilled, or used for points, or used as a building, or dig deeper to get a mine the next size up.
Mines might have some buildings built in, or buildings might be separate, but require certain sizes of mines.
Mines might have some gems built into them, or might have a number and a chart that fills the mine. For instance, roll a d10, and 1 is 2 diamonds and a sunstone, a 2 is a diamond and 2 sunstones, 3 is 3 sunstones, etc.

Gems
In the original iteration, the gems were all identical, and only used to buy more mines. Should there be a hierarchy?
If there is a hierarchy, should the more valuable gems be in the deeper mines?

Dice
Should a d6 be used, or the special dice?
if the special dice are used, should the gnome be a negative? For instance, remove any gem, but it turns into a coal?
Mine Abilities

So, an ability in phase II. might affect the dice rolls. An ability in phase III. might gather gems for you automatically, or give a bonus when you gather a certain kind of gem.
